Again, there was a brief discussion and then the bomb dropped. Ted didn't know it but, his lawyer friend was also on his state's bar association list and was eligible to practice law in Ted's state. Ted told his friend he would get money from his city or the county, but he would be paid for his time. His friend told Ted he would come over and talk to Ted the next day and work out the finer details of what needed to be done. About a half hour later Ted saw the County Sheriff and a deputy enter the office, so Ted walked out and greeted them. Ted told those assembled he wanted to set up an internal affairs panel right away, because he had put all the officers on administrative leave until they had been cleared, they couldn't work. Ted asked the six members present at the meeting to provide one officer each department to form an internal affairs review board.

Following Ted's request, there was plenty of discussion about the authority of an outside the department internal affairs review board. They questioned what they could do if they found a policeman had performed tasks for the former chief. Ted told the group assembled, by the authority of the governor, and the State Attorney General's office he was authorized to set up the review board of police officers from the three departments present.

Ted also mentioned that normally the county district attorney would chair the internal affairs panel but because they couldn't trust anyone locally, he was authorized to bring in an attorney who was a member of the state's bar association, to chair the panel. The attorney would help the officers to phrase their questions correctly. He explained each officer would be sworn in and their testimony would be recorded by a stenographer.

Ted went on to explain the officers would interview each officer and if they decided there was enough information to indict them, the State Attorney General would have set up a Grand Jury to review the evidence and charge the officer accordingly.

Again, Ted reminded the officers no one knew how deep the corruption ran so he was given the authority to pick and choose until he could assemble some resemblance of order and get his department back up and running.

At the end of the meeting, Ted told everyone that he wanted to get the panel up and running so any officer they named had to be available for a meeting with him this afternoon at one o'clock in the conference room. When there were no further questions, the group was dismissed.

The next call Ted made was to Hawaii at Layani Lau's office. Ted spoke with her briefly before he told her he wished he was there and not where he was. "Each of the officers who were working for the chief when the jail break occurred are suspected of participating with the chief and will be interviewed by IA (Internal Affairs) which I have the authority from the governor to form a IA with police officers outside our police department. The officers in this department need to be cleared before they can work again. By the way mayor, I will have a bill from an attorney who will be assisting the Internal Affairs panel, I've set up. The governor told me you must pay for his time so find it in your contingency budget. The fact remains the officers will not be working until they are cleared. If you have a problem with that, take your case to the governor's office and then call me back when you see how that works out for you."

The mayor asked Ted, "Why the fuck do you think you are exempt from your so-called IA panel? What makes you so special?"

"First, I want you to know, I am the police chief for YOUR city. HOWEVER, I AM NOT YOUR POLICE CHIEF. Yes, I'll still get my paycheck from your city's budget, but I was appointed to police chief by the governor. I have been cleared by the State Attorney General which is a higher authority than anything we can do locally. Since I'm in charge now, we are going to do things my way, I hope you understand mayor."

The next call Ted made was to Marsh. When Marsh answered the phone, they greeted each other and went through some general chit chat. When they finished Ted got right down to business and caught Marsh up to date on all the things, he had been busy doing.
