The two of them went up to the third floor and over to the window the shots were fired from and when Ted looked out the window, there were trees below bordering the sidewalk and road. Ted could see it would be hard to stay on the target if they ran under one of the trees below. Ted thanked the young jailer for his cooperation, and they walked back down to the jail. Ted walked back to the heavy door and exited the jail.
When he walked back into the police station one of his officers was standing by the front desk waiting for Ted. The lock smith told Ted the guy had been there about twenty minutes waiting. Ted walked over and greeted the man who seemed to be very nervous. He asked Ted if they could talk outside because the office was bugged. Ted inquired, "How do you know the office is bugged?"
He insisted, "Can we please go outside, there are bugs in here, all over."
Ted smiled at him and said come into my office and we'll talk.
His officer said, "No you can't that office is bugged, and all the phones are tapped. Please let's just go outside."
Ted said, "I know about the bugs and I have all of them. I had someone come in and sweep the whole building and they found all the bugs. Now please come into my office so we can have a private conversation."
Nervously, the officer walked around the front desk and handed his service weapon and his badge to Ted and walked ahead of Ted into the Police Chief's office. They went in and sat down. The officer didn't delay stating he was there because of the offer Ted gave yesterday during the press conference with the governor present. He said he didn't come last night because he didn't want to run into any of the other officers who might turn in their weapon and badge.
Ted sat behind the desk and looked at the almost broken man whose voice was broken, and he was visibly shaking. Ted stopped him from talking and read him his Miranda Rights. When he finished, he asked the man if he was sure he didn't want an attorney present. The man looked directly into Ted's eyes and said, "No I don't need an attorney but if you want to bring in the district attorney, he might be interested in what I have to say."
Ted was taken aback by the frankness of the officer, so he made a phone call to Marsh on his cell phone. When Marsh answered the phone, Ted said, "I'm sorry for bothering you again, but do you have a lawyer or jag (military for Judge Advocate General (lawyer)) on your staff, who can practice law in this state, also he or she needs to nearby to come to the police station. I have an officer here who wants to talk. I offered him a chance to get an attorney before we talked but he suggested I get the county's district attorney."
"I don't have anyone on my staff that fits your bill, I mean I do have lawyers but not right here and now." Marsh replied.
"How bad does this guy want to talk?" Marsh asked.
"That would be very bad, I mean yes, he's sitting right here in my office with me. Like yesterday would have been better, if you know what I mean."
"Can you sit tight for a few minutes, I need to make a call to the governor, and we'll see if we can get the State Attorney General or one of his staff lawyers down here. I'll even fly up there and pick one of them up. Hang tight, let me call." Marsh said.
"OK will do, I'll wait for your call."
Ted sat back in his chair and said, "I'm trying to rustle up an attorney to come here. I don't want to use the county district attorney, because I don't know who all is involved in this mess. I have a dead police chief who was shot in the jail where weapons are not supposed to be in the first place, and I can't have officers on the street right now.
Ten minutes went by before Ted's cell phone rang, with Marsh calling back. He said to Ted, "Don't talk too much but listen, Becca is flying up to pick up our State's Deputy Attorney General and bring her back. It will take a little over a half hour to fly up and about the same to come back. I have set up a meeting place so all she'll do in jump in and Becca will take off again. Now just say something, whatever come to mind so we don't spook your officer."
Ted rambled on about trying to contact him earlier and he didn't respond to the message he left on the answering machine. "You say in an hour or so. Do I need to get the fire chief back over here again?"
"Yes, that wouldn't be a bad idea since we'll be flying low over the city and we don't want people to panic. Do you mind if I show up and tell you I've made a call and it will be an hour? Then sit through your meeting. You can introduce me as a police officer which I am."
"Yes, when can you do that?"
"In about ten minutes. Actually, I can call the fire department and ask them to dispatch the same thing they did before. Just to set up a landing zone correct?"
"Yes, that is it, that's all they need to do. OK, see you in ten."
Ted pushed the red button on his phone and said, "I have another police officer coming over in about ten minutes. He knows many people and he's the one I called a little while ago and asked him to find me a lawyer. I'd feel better if we had an officer of the court present when we talked, is that alright with you?"
"Yes, I guess so. I'm just so fucking scared right now. I have a family and I need to protect them. This has gotten way out of hand." The officer said.
"I don't want to sound unkind because that's not me as you know. We've worked together for many years, but I must ask you not to say anything just yet. How many children do you have?"

"Have you been fishing lately?" Ted inquired.

On the way to the conference room, Ted led the way and stopped momentarily to tell the lock smith where we would be and if he would be so kind to keep an eye on the office and let him know if anyone came in.
The officer was in the middle with Marsh, Becca and Jimmy following close behind. Each person chose a chair to sit down and the Deputy Attorney General sat on the right side of the police officer while Ted and Marsh sat on the left side
She arranged her recording device before she asked the officer if he had been given his Miranda Rights. He acknowledged that Chief Johnson had read his rights to him and had asked him if he needed an attorney to represent him. The Deputy Attorney General (DAG) asked him if he wanted to have an attorney present before any questions were asked of him. "No, I just want to protect my family, this has gone further than it was supposed to. I'm afraid they are going to come for me and hurt my family. Can you please put us into protective custody?"
"Let me ask you some questions first and then we'll decide what we're going to do." The DAG said.
The DAG asked the officer to place his hand on a Bible she produced and asked the officer to repeat after her, "Do you promise to tell the truth, the whole truth, and nothing but the truth, so help you God."
After the officer had taken the oath, the questions began, and the nervous officer answered each question. He seemed to be straight forward and gave the names of other officers who were also helping the former police chief with this sex ring. Please I beg of you, put us in protective custody, I promise you, I won't leave my family behind. You need to do something soon or there will be more officers dead than just me. This whole thing got too far out of hand."
Jimmy motioned Ted to step out of the room with him and Marsh. When they were in the hall, Ted said I don't like the fact that he is a dirty cop, but he was pressured by the former chief to do what he wanted him to do. The charges that you will end up having against you are all serious felony charges?"
"I don't care as long as you can protect me and my family. If you don't, I know I won't be around to testify against anyone. Please, you have to help us." The officer said.
Jimmy looked at the DAG and asked, "May I speak to you for a moment in the hall?"
When the door closed, Jimmy said, "I can put him and his family in a place where they will be safe. He gave you way too much information to lose him now. The place I'm thinking of isn't the Hilton, but it will be safe, has beds and they will be given their meals. I'll even flip and put a TV in there for the kids to watch."
"I agree with your Mr. Turner and this case looks like we are going have to put more manpower down here than just me. I'm going to need a few investigators on the ground and maybe an assistant. We also must do something about the jail with dirty cops in there too.
"I can probably get the governor to send some National Guard MPs down here because of the emergency. Of course, you are the one who will have to back me up and claim it's an emergency. We can't lock up cops if they are only going to be accidently killed." Jimmy replied.
"Let's go back in and I'll make my offer to him for a safe place." Jimmy added.
Back inside the room, Jimmy explained, "I have a place that is very secure, it has beds for you and your family, with three meals a day, which would be guarded twenty-four seven, but it is far from the Hilton. It has block walls and the guards will take you out for exercise a few times a day. I'll even put a TV in there for your kids to watch. It's either there or out here in the jail. It's not like we have a lot of options here."
The officer looked at Jimmy and said, "If I stay here in this jail, I most certainly will be dead by morning. I also believe they would go after my family and they would be killed too. I can't let that happen. Please, I understand there's really no place for me to be that would be safe, other than your offer. Can someone please go and pick up my wife and children. They can throw some clothes in a suitcase quickly and be ready to go."
Jimmy looked at Marsh and without saying a word, Marsh handed the officer his cell phone and told him to call his wife and have her pack and be ready to go. The officer did just that and when Marsh took his phone back, he asked for the officer's address. He then made a call for a panel van to go to that address and pick up a woman, three kids and suitcases and then come to the police station.

In there he told the DAG about the Internal Affairs panel he'd set up and that it would start tomorrow. But with the officer naming names, some of those officers would be arrested and Ted asked if she could stay and be there for the Internal Affairs proceedings.
The DAG said she would need to get some clothes before tomorrow and if Ted was going to start at eight in the morning, she told him it would be better if she got a room close by, so she didn't have to travel in the morning.
Becca said, "I can fly you back where I picked you up. How long would it take you to get some clothes together and be ready to come back?"
"I only live a little distance from where you picked me up so I can be ready in a half hour or so."

Ted responded with, "Governor you are on speaker phone and Marsh is the only one here to listing to our conversation. However, Jimmy did tell us you were a tightwad."
"Listen governor," Ted continued, "This place was debugged this afternoon, but our phones are all tapped, and Marsh's guys are working on it as we speak, trying to find out who tapped them. I had your Deputy Attorney General down here this afternoon because I had a cop come in and spill his guts. She is going to come back tonight and be here in the morning when I do the Internal Affairs investigation. I'm calling you because we found out from the officer, we just interviewed that some of the jail officers are also involved in this and Jimmy had to put this guy in one of his places so he would be alive tomorrow morning. Governor I must ask you, under emergency conditions, could you send me some National Guard MPs to take over our jail so I can arrest some of the jailers he implicated?
"Wow Ted," the governor asked, "Did you breathe at all during that long-winded request? Damn son, I don't need to bury you, just keep breathing. You say you had an officer spill his guts and name names. I guess that would constitute an emergency if he named jailers who are currently working in the jail. I can talk to the Deputy Attorney General and see what she thinks."
"Right now, she's in Marsh's helicopter flying back up there to get some clothes so she can stay over down here. She wants to be here when we do the Internal Affairs investigation with the officers. I'll probably have to arrest most of them if not all of them. I have no place to put them if they are going to accidently get killed in my jail. Do you see my dilemma governor?"
"Damn," the governor said, "You two are getting almost as bad as Jimmy Turner. Alright, how many MPs are you going to need down there?"
"We are going to need enough to staff the jail. Of course, the National Guard is different than civilian employees that can only work eight hours a day. They can relieve each other so that will cut it down to about twenty-five. I'm going to need at least ten female MPs for the women's side of the jail. I have to have some throughout the jail until we can clear them. The officer who was just interrogated gave us a lot of information."
"OK son, you've got your twenty-five MPs. But I want you to let them go as soon as you can. They are National Guard and they all have jobs. OK?"

Before the Governor hung up, he asked Ted, "Do you suspect any involvement of my staff yet?"

I did find out from the FBI that the three of your original suspects did get papers with fake names, so each one has an alias now. The problem is, we don't have the new names yet. Either the FBI guys really didn't know the names, or they were holding out on us. We aren't done with them yet, of course when they see light again, they might need a few minutes to let their eyes adjust. They have no idea how many days have gone by; they eat in the dark by feel. But why am I telling you this stuff, you are the police chief, I don't want to be arrested for kidnapping or anything like that."

Governor I must ask you, under emergency conditions, could you send me some National Guard MPs to take over our jail so I can arrest some of the jailers he implicated?

"We are going to need enough to staff the jail. Of course, the National Guard is different than civilian employees that can only work eight hours a day.
